Hong Kong is preparing to issue up to $2.6 billion in digital green bonds, which would make the transaction the world’s largest digital bond sale.
The offering will span four currencies, extending Hong Kong’s strategy of combining green finance with blockchain-based issuance and settlement infrastructure.
Hong Kong plans to make digital bond issuance a regular feature of its capital markets, alongside digital currency settlement and blockchain-based payments and redemptions.

The government is planning an offering worth approximately $1.9 billion to $2.6 billion.
The transaction will span four currencies: the U.S.
dollar, Hong Kong dollar, euro and offshore yuan.
Investor meetings with financial institutions are taking place this week.
Pricing could be determined as early as next Monday.
If completed at the upper end of the proposed range, the deal would strengthen Hong Kong’s position at the intersection of green finance and tokenized capital markets.

For Hong Kong, the technology is becoming part of a broader effort to modernize financial infrastructure while expanding its sustainable finance market.
The government first entered the market in February 2023 with the world’s first government-issued tokenized green bond.
The scale has increased since then.
Hong Kong issued approximately $1.3 billion in digital bonds last year.
In June, Hong Kong Mortgage Corporation completed a digital bond issuance worth approximately $1.5 billion, setting a global record at the time.
The latest government transaction could exceed that amount.
Settlement infrastructure has also developed.
A November 2025 issuance used tokenized central bank digital currency in Hong Kong dollars and yuan for settlement.
It attracted approximately $16.7 billion in subscriptions.
The Hong Kong Mortgage Corporation’s June transaction also shortened the settlement cycle from five business days to three.
