A group of people with basically immunity from prosecution, tons of unnecessary weapons, being taught they're supposed to control the behavior of others, in an organization with a history of racism and bigotry? 40% is actually amazingly low for that scenario, because historically, the above group tends to become warlords or secret societies tyrannizing people.
